using socks 4 or 5

pls if  you want place sock 5 on Mozilla Firefox or any browser ,let say you want to register for a programme in Sweden and you leave in Japan but they only accept Swedish.know you have the I p of the state in Sweden let say Stockholm let say the IP is 124.56.78.654  and you bought a socks how can you get the socks that fit in for that I p or close pls can someone expkane
