Moving $ between Mt. Gox and btc-e.com

Kind of a newb question here.... is there a way to move cash balance from Mt. Gox to btc-e.com (or vice versa)?  And if so, what are the fees?  It looks like this is possible with Bitinstant (says so at the btc-e.com site) but on the Bitinstant page there's no 'TO' option to send a redeemable Gox code to BTC-e.  Oh, and one place on Bitinstant site says fees are <1% and another says it's 3.99%.  Tad confused...

You want your dollars over there to buy cheaper coins? They are only cheaper because it costs money to get your money in or out of btc-e...

If you sinsist: buy bitcoins on mtgox, sell them on btc-e.
