I'm going to fund my ripple wallet with Bitstamp USD, but I noticed a big difference in exchange rates between Weexchange and Bitstamp.

Currently, the exchange rate to XRP is:
WeExchange USD : 610
Bitstamp USD: 303

Why is there such a big difference?

The same reason there is a difference in price between any pair of markets.
IMO, Ripple questions are best asked (and answered) on the Ripple forum and/or StackExchange
