I'm not sure if they are a limit. All I do is send you a invite to your email, and you will have to make a Time Warner account to use to sign into the wifi. The you chose the TWC/Spectrum provider in your wifi menu and sign in via TWC/Spectrum. You must have TWC hotspot in your area, but apparently they are over 500,000, so you may have hotspots near you. I see Spectrum/TWC in lots of areas now.
