I used to use circle to cashout bitcoin to USD. I was told they no longer allow that?

Where can I cash out to my bank account at reasonable rates? Coinbase at 1.5% is way too much.

I am afraid there's no other exchange with lower rates than 1.5% for cashing out your bitcoins. I suggest you go to local bitcoins and put up an ad for selling your coins with any of your favorite payment processors, like Paypal,Skrill, Neteller, Perfect Money, OKPay whichever you are comfortable with.

If you want to cashout your bitcoin to USD with lower than 1.5% rates , local bitcoins is your only option I am afraid.

I thought Circle had the fee hidden in the transaction rate? For instance you would be offered 788$ for a Bitcoin instead of 800$ (market rate).
Hard to verify that nowadays.

I think cex.io used to had a fixed fee ( not based on percentage ) for bank transfer. It was huge but it depends on how much you want to withdraw.

The most profitable way to cash out is to realize that bitcoin is cash. Why not just use your BTC to buy the things you need? Not only will you save the fee for switching back and forth between currencies, but you will find that many retailers offer a discount for paying in BTC. For example Overstock.com saves 3% over a credit card sale and passes that on to you. Just that one retailer sells everything from shoes to cars. All for bitcoin, all 3% off.

Or you can buy various gift cards for BTC like: Amazon, Steam, Google; you name it. Cashing out BTC is not the best option if you are worried about high fees anyway.

Why not use LocalBitcoins? You can find a buyer that uses your same Bank or meetup in person for cash.

We have a list of exchanges here: http://bitcoinbarrel.com/bitcoin-exchanges/

Their are so many exchanges where you can deal with it but i dont think that 1.5% is high as other option are more costly, or else you can also try with localbitcoins a local exchange where you can sell for lesser then 1.5% as it depends on the buyer side what price they are offering

What about an actual exchange like Bitstamp or Kraken? It looks like their withdraw fees are less than Coinbase's: Bitstamp fee schedule, Kraken withdrawal fees

I would strongly suggest that. There are cases that u can't do that yet (merchant adoption) but try.
Bitcoin is best store of value out there.
Circle got hidden fees anyway, so u can cash out @ coinbase but watch out, their service is questionable.

way too much? I pay 5% fee to my exchange from Bitcoin to RSD :/ 1.5% is nothing much really.

Need some spare btc for a new PC that can at least run Adobe Dreamweaver.

I don't know about any other exchanger but I suggest localbitcoins. I don't know which country are you from but there are traders from many countries and you cabr easily cash out Bitcoins in your own currency. If you fin trusted trader there localbitcoins is one of the easiest and most convenient ways to exchange Bitcoin in various ways.
