Does anybody know if the bitcoin developers are planning on improving security of bitcoin transactions using something that's not related to blockchain?

You can look at various proposals on GitHub and follow the dev list, but to really answer your question would require more details as to what you are specifically asking about and what part of bitcoin transactions need more security.  Segwit helps with the malleability issues for example.

There are some distant plans to use quantum resistant cryptography to protect bitcoin, I think the blockchain should switch to SHA3-512 instead of SHA2-256 (keep the PoW the same though), to protect in advance against hash collisions.
Quantum-resistant signature schemes exist but most of them are to long to be practical for Bitcoin, this may change with more research on this topic.

If you don't have sole and complete control over the private keys, you don't have any bitcoin!  Signature campaigns are OK, zero tolorance for spam!

So far, blockchain has been awesome, with very high level of security. However the increasing rate of transactions might pose a problem (in the coming future) such as hash collision, they are not oblivious of this. I have learnt a lot from top officials, and they are working. what's most importantly needed is our support for this currency. No idea or suggestion is void. let's get to work, and do more research and make bitcoin great again!.
