Why the wait time

Will it the wait time do anything to keep trolls out?

Trolls are usually not patient creatures. If they're not able to troll right away, they'll get discouraged and move on to the next forum instead.

Most people are not patient. Like how I'll most likely have moved on and forgotten about trying to help the cudaminer application work on Titan graphics cards.
