Should I use this for mining ? Cyclone NIOS II Altera FPGA Development Board EP2C8Q208 ?  I am interested fpga and if anyone has some time to explain how you manage it with a host computer I Would love to understand more.

Altera has a lot of free information on their website.   Basically, there is no limit to how much you can learn if you put in the time.

But to answer your question, that FPGA is very small.
