I can't make a free play in freebitco.in bec my IP add is blocked. I dont know why my IP is blocked. Can somebody help me.

When your IP is blocked you get a very clear message that I quoted for you. You can find the FAQ under the drop down menu.

Im not using any vpn or proxy server.
I went to another country i tried do use using the hotel wifi but still my Ip is still blocked. I already email them but until now no response from them.

Wifi from non-residential places such as hotels and airports are usually from datacenters whom host them, such as those "freewifihotspots".

That's why they are usually seen as a proxy by api's like iphub and nastyhosts, in the exact same way as some vps'es are seen as proxies ( AWS ). Since there are thousands of people logging on to them at the same time.

Try to login on the site again when you get home, or get an SSH connection.

Yea I got blocked too some time ago, out of nowhere, send a ticket - no reply.
Looks like they give no damn about their players.
Using internet from local ISP, ethernet cable.

If you think that your messages are ignored by them, try to notify the admin to his main thread here in Micro Earnings section. If he still ignore you, then there is a possibility that your mistakes are too heavy for them and they can't unblock you anymore.
