Why did my speed drop after upgrading from 12.8 to 13.1 and installing SDK 2.8?

Yes, that's true.  Go back to what you had... Or google what is best for your card Wink  Some of the newer SDK's are horrible for mining.

Is the GPU running at 96%-99% or more like 80%?

I find that SDK 2.7 is the best for my 7950s, 2.8 drops the (Bitcoin) hash rate terribly.
