I guess all the mentioned vcc above will work if you just choose different country but you will not be able to withdraw to it since you can't verify your location. you can try UQUID ( only $1 i think ) from here https://bitcointalk.org/index.php?topic=1670467.0 i asked him before and he said just choose another country but you will not be able to verify . also you can check  dreamweavervcc from https://bitcointalk.org/index.php?topic=1190159.0 he says it is working worldwide you might check with them first before you buy it .
