No, I think I just had to wait a little, but you need your total time logged in to be more than 4 hours first.

That's silly.  Of course you can.  Where did you get the idea that you can't?

You have to have one post before you can send a PM.

Since you posted saying you couldn't send a PM, you have at least one post.  Therefore you can send a PM.
