I'm glad that we have finally managed to push you into a faster decision. Whilst I don't fully agree on indefinitely locking up customer funds, even though your ToS covers it, I find it much more acceptable than the lack of communication with said customers. In cases similar to this, I find that professionalism and communication are of utmost importance. Hopefully you will handle (or in the best case scenario, not have such cases) similar cases in a better fashion in the future.
