I have a (DELL Metered Rack Power Distribution Unit PDU H534N 200-240VAC) PDU. I am in the process of installing it; but ran across an issue. I noticed on the PDU there is has a small wire included to ground the PDU to a server rack. I do not have a server rack, I am using open air aluminum cases I built myself. Is the grounding strap needed?

Needed as in 'Per-Code' for your use? No.
For its intended use inside of a cabinet and attached to said cabinet - yes. Most locales require equipment chassis inside of metal enclosures to be bonded to Ground unless EMI/noise is an issue.
That said, would still be a good idea to ground any metal frame or rack that has a PSU sitting on it.

Thanks for the fast response. I was planning on mounting it to a wall (Unfinished) Behind my open air rigs that are made of aluminum. Is there anything I need to do in this setup? I have a sub panel located in the room feet away, Should I run a ground to the bus bar?

Meh. The PDU no doubt has a substantial ground wire in its cable and assuming it is properly tied to ground that is fine.

In your case the ground stud just makes a easy place to attach a ground wire between the metal frame and PDU. After all, if the PDU is unplugged the frame still being grounded (to a bus bar) is moot.
