If you want to know the tx is first seen on the network, you can directly see the "Received Time" on the blockchain.info page. (For your tx, it is 2014-07-02 18:02:06)

Since blockchain.info displays the time in UTC, you can just add 2 hours to the time displayed as Belgium is now using UTC+2. (For your tx, the time in Brussels time should be  2014-07-02 20:02:06)
