Even celebrities are caught and punished for crimes like drunk driving. This being a forum open to people all over the world, should have some rules. Yess you are right .  While making rules and regulations law makers if think like chess players and frame rules keeping in view the all possible bypassing and  rule breaking steps that cheets can take, may be then chances of taking advantage of loopholes by the law breakers are minimised and cheets will not much successful at the cost of honest innocents.

Yes, it's why we have such incoherent laws sometimes. Lots of exceptions here and there, always trying to cover up the loopholes but not being able to address root causes of holes in the first place
