speaking as a developer providing a promising(in a techonological viewpoint) cloud platform isn't trivial

There are reasons clouds are centralized. Stability in networking, latency, computation rate, security and most importantly the whole interface that the cloud provides to developers.

amazon ec2 and google app engine is a big winners on this race and their eco system built by them and open source developers isn't likely to be surpassed.
