Best graphic card to mine in 2017 2nd half

Consider me to be less knowledgeable than you because I am.
Considering only the hashrates and power consumed and the store prices of the card not the exorbitant prices put up on certain sites can you guys tell me the best card for mining and the ROI in INR. I do know about the recent regulation of Bitcoin talk that is going around the RBI circles I am willing to take the risk.
The current mining I am attempting is ETH followed by VTC/ZEC/XMR . Kindly help me out.
