Nothing against Poramin, but it seems he is in an untenable situation. If he sells coins he may be accused of being a scammer, and if he doesn't 10% will be too much for one person to control.

Zcash is unworkable as no one knows if extra coins will be minted.

Is there a fork of Zcoin without the complications of such a big dev fund?

yes look here https://bitcointalk.org/index.php?topic=1671060.0, zoin is a fork of zerocoin, but has a different algorithm, slightly different, they chaged the parameters to make it harder to mine

Can you avoid the problem of secret mining of extra coins because it is anonymous?
