I get:
"IP temporarily blocked due to too many requests"
when trying to send.

Is this a problem with blockchain.info's service?

I use TOR, don't know if this has anything to do with it.

Likely someone was trying to DDOS the site through Tor and got the Tor exit node's IP banned.
