It is extremely likely that you are never going to see this money again. You should try contacting PayPal and hope for the best.
Let this be a lesson. There are several things that need be considered:
1) The user is a random nobody. Obviously it is highly likely that he/she is a scammer.
2) The user has no verifiable trade-history. Even users who have been members of this forum for a while tend to end up being scammers.
3) Do not send first with such users (as described 1-2), and use escrow.
Even when disputing im not ablr to get back? With clear proof of chat etc i mean i sent via goods n services too
What do you mean? File a paypal dispute first, include as much information as you can. since you sent as goods and services then there is a higher chance of you winning the dispute as if you sent as friends and family you can only dispute the transaciton if your account was stolen etc. which is not. There are no guarantees what paypal is going to do though but they are known to award the dispute more to the guy who sent the paypal transaction than the guy who received the paypal transaction.
As lauda said you should have never dealt with a newbie with no reputation, no ID, no nothing. I don't want to sound cliche and repeat what everyone says all the time, but please be careful and use escrow in future.
