Do you offer unique numbers per user or there is any chance someone could end using the same number I used before?
Also, is it possible to buy a unique number forever for a fixed price? Or you need to pay per day/week/month of usage?

You can choose between normal numbers (which are drawn from a pool, and may have been used before, but are only assigned to one user at any given time) or "pristine" numbers (which have never been used before). Pristine numbers are significantly more expensive for obvious reasons -- they reflect the true cost of the number whereas with the pooled numbers the cost is spread across many users.

It's up to you how long you keep the number for (you can keep it forever if you want) but they are rented, not owned (this is just the way the entire telephone system works), so there is always an ongoing cost (we have to pay our suppliers an ongoing cost). I'm not aware of any provider that offers numbers perpetually for a one-off fee, as they would go out of business pretty quickly.
