online wagers using bitcoin

i've opened an online wagering site and am accepting bitcoin as payment, as well as paying out bitcoin in winnings.
as the btc value fluctuates greatly i was looking for suggestions on future payouts, i.e. should i tie it into a dollar value, and then make the payment in bitcoin?  would welcome feedback and ideas.
