Hummm interesting. In Brazil i use some exchanges to buy using bank transfers but with visa electron i isn't know any services.
in wallets like Xapo you have options to buy any bitcoins using credit cards and if you use payooner, payeer, Conta Super  ( in Brazil ) you have virtual credit cards to buy your bitcoins.
