Can withdraw USD/EUR from Bitstamp to other third parties ?

Does anyone try to withdraw USD/EUR from Bitstamp to other third parties such as Okpay or Moneypolo ? I wrote a ticket to them for concerning but seem they are getting stuck with huge requests.
By the way,i am thinking of registering an online bank account in Europe.Is it possible to do this ?

If you want to convert BTC to fiat i would recommend maybe CEX
I used then i had no problems for last few month when all problems started on Bitstamp
