Bitfinex was fast, because they were paying certain transaction fees amounts, to make transactions fast. According to announcement i received from bitfinex on friday, they will start charging BTC withdrawal fees soon. So thats additional cost you have to consider, should be $2- $2.50 per withdrawal:

actually i can't make a withdraw from Bitfinex or any International BTC market.
they need a passport and i don't have it.

all i can do is transfer BTC on it and transfer it again in my country exchange market.
and the time transfer BTC indonesian market to Bitfinex it take 20 minutes.

The arbitrage is strategy trading bitcoins or altcoins that use different price between markets​
but it is not like trading because it can not be done every time,
we must wait up to there are different price between markets​ usually the local market area
 with international markets​, it is no needs analisys technical, it is easy way to take profit.

IMO it actually depends on which country you're living in and how your government think about Bitcoin transaction. The price conversion in some of the currencies is too high and financial institutions of your country may target you.

i can't see the first picture it probably was deleted.
but to my knowledge cryptopia doesn't have a fiat market. so what you are seeing is probably USDT not USD so don't use the dollar sign ($) for its price. and be careful with it because it is an altcoin which should be worth $1 each but sometimes it drops hard.

also make sure to check the size of the buy orders not just their prices.
By size of buy orders, I suppose you are referring to the exchange's daily volume of trade. It has got to be significant to be able to attract abd accommodate more transactions, which ultimately provides the necessary liquidity for seamless buyiing and selling.. In the absence of some significant liquidity, taking a trading position might culminate to a loss
