Try coinizy (https://www.coinizy.com/), but I think they renamed the service to kardz, though the coinizy link still works.

I've used them in the past but nothing big. Biggest was a $20 purchase of a domain from godaddy.

i check all , all needed proof of address to be linked with google play

The problem is not with the prepaid credit cards, but with google play. They are the ones asking for address verification and not the service that issues the prepaid credit card. What you should do is change your topic, or create a new one, ask "Need prepaid credit card for google play." Since you are asking for a specific service not really something in general.
