When most of these exchanges and trending sites filter and display "past 24hrs" what time frame is that in if its constantly moving?
 - from time of purchase or obtaining?

It is in whatever timezone the creator of the website wants it to be in.  There is no "standard" that is used by all sites.

24 is an ammount of time, so it doesn't have a time zone. It is the same as 1440 min or 86400s

Notice you will never see the numbers being reset at any time
