I am looking for a translator English to Spanish, that has experience translating technical whitepapers, websites and other Blockchain and ICO related projects. Preferably the person should have an upwork account.

I don't have an upwork account, but I have worked for Mr @BCT and I'm able to translate technical blockchain texts. Also, I'm a native spanish speaker and have been the speaker of a few Bitcoin/Blockchain talks.
