well, i dont know so much about how to make dice betting site like bitlser, primedice, 999dice, etc. how are they make it? and how much assets they have to make dice betting site? btw, i found a simple dice betting called https://dice.seuntjie.com/, template are made with very very very simple. are that site are using free template?

That site was made from the open sourced untitled-dice
https://github.com/untitled-dice/untitled-dice.github.io
But if you want to actually stand out then you'll have to do more than just copy paste it.

Primedice was made using their own bankroll and to make a site more like them you'll need ~20 btc as bankroll atleast, either the ability to code or a coder you hired, and a few gfx things.

Why do you want to make a dice site?

It is very hard to make a profit as you need a lot of traffic. Also, most money you need is to cover initial losses if betters go on a lucky streak. That's why a lot of gambling sites allow you to invest in their bankroll.

In addition, you will be consistenly attacked by hackers trying to steal the user funds. If you don't fully know what you are doing I would avoid it for this reason alone.

There are multiple hacked/open/free script specially one everyone use (but don't recall the name) despite being full of exploits, You would also need a domain and a good hosting. The true issue is the capital, if you want to operate safely having at least 10 BTC for a new website is needed, in addition the maximum bet should be a small portion of that.
I don't know if it's smart to open one, there are big websites attracting most of the attention with a %1 house edge, which is very dangerous to someone with a small starting capital.
