They will half the mining reward is this true?

Yes, this information is true. At present, ETH is moving from PoW to PoS and maybe, can complete in end 2017 or 2018. When complete change to PoS 100%, the miner will can't mining ETH and just earning stake with hold ETH in PoS wallet
