I try to figure out if converting Paysafecard to Bitcoins is cheaper than using Bitcoin ATM.

The site which offers the most options for what you are looking for (PaySafe Card) would be Paxful.

However, you can and should also try LocalBitcoins to see if they have any such offers available as they are more trustworthy and cheaper than PAxful, which often charges 30+ percent above market rates (yikes!).
