scaling Eth

have been hearing lots on ethereum scaling solution , want some clarification

3.Casper
4.Metropolis

are they interlinked or serial scaling methods

All just hype to pump Eth, if we keeping track this scaling hype is already 3 years old.
Miners are pretty much in control of Eth and it price now, it's a lose-lose situation for Eth.
