For decades governments across the world have derived their legitimacy from the consent of the governed. This legitimacy is possible only because the great masses of people possess the means through which to hold their governments accountable. When the uncensored exchange of information is threatened legitimacy of the world's governments is weakened. Illegitimate monopolies on the use of force must be prevented and resisted for the sake of all our mutually inherited liberties and rights. We must retain the freedom of individual self-determination, and not allow for this condition to be eroded.
The idea has been proposed, but I am unaware of any other person or team working on a wikiLeaks style dApp. Blockchain technology allows whistleblowers an opportunity to anonymously reveal information people need to hold governments accountable, and do so in an uncensorable, irreversible, permanently archived manner.
An incentive structure could be implemented to reward whistleblowers. This could take the form of a proof of stake token fork, and also fees implemented on some leaks as determined by the whistleblowers, with a max time limit on how long leaks can carry a fee.
The entirety of the current wikileaks could be archived as part of the genesis block. In addition ratings could be assigned to leaks by determining their significance on whichever smart contract based prediction market becomes dominant, and a reputation system could be implemented. Any willing party could implement a front-end.
It is understandable that nobody has attempted to implement this yet. It would be a great risk to take on such a project, fund such a project, and even a large risk to invest in such a project! This at a time when there are so many other opportunities in cryptocurrency to pursue. As such, most people reading this should not invest in this ICO for the sake of their own personal safety.
This ICO is being intentionally structured to resemble a fraud for both security and for psychological reasons. To present as few vulnernability vectors as possible, everything is being done in a minimalist fashion. Releases and updates will be few and far in between. Since this crowdsale isn't for everybody, the lack of any kind of project assurances should minimize project interest. People will rightly point out that this appears to be a scam. It is my hope that enough people will consider the enormous risk of investing and holding such a token carefully, and decide to risk a tiny unsubstantial portion of their holdings for the greater good of humanity despite the full knowledge that this carries many red flags, and could well be a scam. The off-chance possibility that this might be legitimate combined with the world's need for such a service should be enough to outweigh the other risks which will scare most token purchasers away.

2000 Eth Maximum Cap- This amount should be enough, combined with the pre-mine, to fund development until the project is well established when taking possible future price of crypto into account. I do not anticipate the cap being reached. Effort towards development will be commensurate with amount donated to such an extent that we feel the risk is sufficiently offset, and to such an extent that we feel compelled to donate our extra time.
I feel this is important enough to take the involved risk if enough of the community supports the idea to fund this on these very poor terms.
