This is a thing for concern as the governments are putting their hands on regulating bitcoins. First with the exchanges, then they will follow with the web wallets and after that will hold the wallet developers responsible for helping in siphoning money.

This is news for grave concern as it looks like a step to regulate crypto currencies by the government. If today they charge one exchange, tomorrow it will be other exchanges and if the exchanges are forced to follow the rules of fiats, its a great blow to crypto currency as a whole.
