For the safety of our money and other BTC or any coins. is it possible to make a ledger to  our external hardrive and visible even if we don't have internet connection.

It depends.
If you want to have your personal keys stored in an external HD, you can, but make some more copies to CDs or USB sticks because an HD can be broken.
If you want to make transactions, you can use cold storage but you need a second (always offline) PC. You can read the procedure here: http://docs.electrum.org/en/latest/
it is about electrum and Bitcoin but the procedure is the same in all coins and wallets.
If you want to check the balance you can create a watching-only version of your addresses (under the same link).

To make your own ledger in your HDD?I dont quite understand what do you want to do but if you want to store your holdings in a safe place put it on a paperwallet instead and then store it in your HDD,make sure it is secured and do not connect it in a computer that has a lot of virses or doesnt have antivirus to prevent malwares and hack attempts.
