Well that is possible but sure doesn't answer:

What is the most govt  regulation you can imagine?

Right now we have no widespread mesh networking so the we could be taken down at the ISP level in many jurisdictions. 
Who are your internet providers?   Oh, you mean those companies that already have made deals with local "authorities"? 
That is one weak point.  Not ad hominem attacks and trolling on forums

Possible but unlikely in my opinion.
