I saw somewhere that with LTC gpu-engine should be below 70% of gpu-memclock.  Looking at references for BTC, it seems that most are setting gpu-memdiff to -150 (lower than gpu-engine).  Are these both correct for the different coins?

The optimal engine and memclock varies depending on which coin you're mining and which card you are using. I list my settings (for the 7950 and 7970) in this mining software guide (BTC and LTC). You can also check out these two helpful links to see what others are using:
