I am beginner. When I tried to transfer from my own Electrum Wallet  0.000194 BTC to  my own JAXX wallet, Electrum told "unsufficient fee". What is the matter? What is the fee can I sign? What minimal amount can I transfer from my Electrum Wallet?

There is no minimal amount to transfer. You can try to transfer anything above the dust limit (to avoid complicating), which is less than $0.01. That put aside, to transfer Bitcoin at the current state of things, you need to include a transaction fee. If your balance - fee required to transfer = 0 or negative then it is not possible to spend that amount.

You're trying to spend ~$0.8 which is just not economically feasible right now. Get more Bitcoin.

In order to send bitcoins, you need to pay a "transaction fee" (that goes to the miners). The wallet estimates how much of a fee might be required (it is not a fixed fee). My guess is that one of these apply:

1. Maybe you are trying to send all of your bitcoins, leaving nothing to pay the fee.

2. The amount you are trying to send is very low. It is possible that the fee to send your bitcoins is more than the amount of the bitcoins. That is a common problem with bitcoins that come from faucets.

It's possible to set the fee to 0, but your transaction might never go through.
Change the settings in Electrum so that you are able to set a fee manually.

Unecessary advice that can be used to stab yourself in the foot with the knowledge/experience that OP has.

if you make a lot of trans at same time your fee will be so high i think this is reason
No. That is absolutely wrong and has nothing to do with how the fee system works. Next time do a lot more reading before you post anything.

OP, this is the best advice you can get. It just doesn't make sense to transfer such small amounts, because the transfer fee (which normally all transfers have to pay to the network) will eat a big part of that money.

Now, there's still something to add here. If you'll fill your wallet with money, but you'll continue to add such small amounts in a "batch" (heh, faucets), you may end up with huge transfer fee when you want to move that money. So please be careful.

to  my own JAXX

This also rang a bell. Can't you just import the private key = transfer the wallet instead of transferring the funds? It should be for free and all the hassle is gone, just I don't know what options Jaxx wallet offers for this Sad

you need to reduce your send amount by a little, to have enough fees for the transaction to complete
