hello everybody,
I just lost 2400$ for 1.5btc i won auction on ebay, so i need your help to advise how i should do now, detail as below:
- i won 1.5btc with 2400$ from seller jacqbrigth_0

he sent email to me that his paypal account limit on ebay so asked me to send pay via paypal directly, i think i will be ok and then i will remark on ebay as paid. when i finished payment and waited over 1 day i contacted him and he told me that "This Will take a long time the system is slow un any cases. But almost arrived" i'm ready to wait more 1 day and contacted with him to ask picture proof for sending 1.5btc and if he doesn't reply me i will claim to ebay and paypal. after that he sent canceled order to me immediately. i claimed to paypal but they don't solve it and give me message "The item violates the PayPal Acceptable Use Policy. It's ineligible for PayPal Buyer Protection"

i checked transaction: https://blockchain.info/address/18cqJfJZcPCj88Xa8oYSVzBHySqLN4qNDX (no btc was sent)
everybody has any advice me how can i solve it and take back my fund. it means i can't buy btc via pp because if have any issue i will not receive refund. thks all.

Do you have any idea where your fiat is?
It seems it may be PayPal/eBay who are holding your funds due to it breaking their acceptable use policy.
You might want to attempt to contact them or attempt legal action if $2400 is more than you can afford to lose (although, you should attempt to at least skim read the terms and conditions in case anything significant comes up).

It is a poor scam attempt and you used the wrong way to pay. You should have used to pay using eBay to the seller and not directly, so the system recognizes it as paid.
Moreover, I doubt that there is a way to get your money back since PayPal do not want to deal with cryptocurrencies anyhow and also the Bitcoin price at the time auction is way underpriced.

It seems you have scammed by someone. Do you have tx id of the transaction. Your wallet address which are provide does not pass with the any transactions yet. If you have tx id please help with that to help you. If you buy or get bitcoin anyone in any trade, please hold the data until you get the single confirmation or use escrow to deal with it.

I sent claim to paypal and they close my case and gave me a note like this "Unfortunately, we are unable to take any action on this claim because it is not eligible under PayPal Purchase Protection. To learn more about PayPal Purchase Protection, simply click "Legal" at the bottom of any PayPal page and then click "PayPal User Agreement."   
 
We encourage you to continue to work with the seller for a mutual resolution.
 
Although the claim is closed, the dispute is noted in the seller's account records.
 
We value your business and regret that you have had this experience. "
I have concern about pp, if they don't allow crypto why they accept seller send invoice to buyer and don't refund to buyer when they deal. if they do like this way we will have many scammers using paypal to scam many buyers in the future. they just send invoice to buyer and then ask pp to close declaim, it's very easy and then pp will receive fund from seller.

One bitcoin is worth 4600$ so it is an obvious scam. There is no reason that someone would sell it so cheap. You were scammed.
The seller claiming that it takes time is obvious nonsense, you can see that there are no transactions sent, not even unconfirmed ones.

I don't know about eBay and PayPal. You signed up to trusting third parties when you used them, so you will have to deal with them. But you were scammed, I can tell you that much with certainty.
