Simple question: Has Bitstamp suspended offering service to people form specific Countries of residence?

Any guidance someone can share is appreciated. Does Bitstamp have a community manager?

Well, I experienced an issue getting verified. I submitted all required information and then when I click "submit" I'm asked to select one of the menu options at the top of browser page. When I select one of these options (Account, Trade, etc), I'm moved to the landing page for that selection and prompted to "verify my account" before doing anything else.

I'm in a "lovely" infinite loop.

Come on, Pursuer, your literally misinterpreting the Bitstamp statement. "We accept countries from all over the world" is literally different from "We accept every country in the world." Bitstamp didn't say the accept accounts from every country in the world.
