I think it is depending on the requirement some coins are powered by Eth and when made on Eth you should get coins when at the time of ICO in Eth, and when the requirement make changed then the other options in front of you, then you buy from other coins may be bitcoin or any other which is available.

As I know, it looks like smart contracts are only on platfrom ethereum, for Bitcoin, LTC or any token no one has a smart contract like ethereum that automatically returns funds to the investor if the sales session fails to reach the minimum target

The smart contract widely used in the project now is ethereum. Easier transactions and the process is also faster.

Does anyone know where to get books and manuals where to learn how to write smart contracts or a collection of templates of already ready contracts?

There are books on Ethereum's solidity coming out soon. https://www.amazon.com/Introducing-Ethereum-Solidity-Foundations-Cryptocurrency/dp/1484225341

Their documentation online is pretty helpful though.  https://solidity.readthedocs.io/en/develop/
