I am not sure is it possible to let create a blockchain solution for max 500$ ?


and maybe  additional 300$ for wallets?

I suppose you want to create an altcoin. There is a service who creates an altcoin according to your wish: https://www.walletbuilders.com/, but you should rather you ask in the Services Section or on XBTFreelancer.com for a wallet creation because they can make a complete custom cryptocurrency for you and not forked.

Very interesting, thanks for the info. Surprisingly cheap - is there some caveat?
Have you used them?
How does it work for then having the coin listed on exchanges?

A distributed system attempts to access an API data source, but since the nodes need not execute the instructions simultaneously, the data provided by the API can yield different results. Hence you need to build some kind of time to API value lookup table; formally called oracle.
