Pre-ICO advice request

Hi. I'm developer with more then 15 years experience. I have prototype of platform for distributed applications (something like AppStore). This platform allow to create, distribute and run apps which can interact with blockchain. Platform consists of two parts shell and registry. I have MVP of the Shell and concept of the Registry. The strength points:

1. Uses web stack. So it has low barriers to entry. There is a lot of developers who know this technology but aren't working with blockchain yet.
2. Easy to use. End user is already know how web apps and application markets works. He should not to know a lot of BC itself. Today user has to became bc expert to use crypto currencies.
3. It secure. Shell doesn't provide access to the wallet it provide access to high level payment API.
4. Fast earnings. It's simple way to earn money for application developers.
5. Crypto currency-agnostic. As I sad earlier it provides Payment API and so It can work with any currency.
6. It's infrastructure project which should to connect and unite a lot of developers so it has great potential of grows.
7. A lot of kill features for creating apps for real world.

Pre-ICO goals:

1. Speed up development.
2. Create nice looking UI.
3. Create presentation graphics, videos, site and other materials.

Currently I'm working on ICO version.

Well I need an advice of ICO and crypto community:

1. Is bitcointalks a proper place to search pre-ICO investors or there is better place for it?
2. What should pre-ICO offer to contain?
3. What guaranties should I provide?
4. What isn't looking clear.
5. Some critique?
