What wallet did you use to send the transaction? If you send a transaction with Bitcoin Core or any other client that supports RBF I think you can replace the fee with an higher fee to not have it stuck but im not sure since I've never used this feature. I've never had a problem transactions getting stuck using the recommended Bitcoin Core fee.

The transaction reads as a fee of 0.4USD. Is this after boosting or before?

Recent days viabtc accelerator is not working good. It always says that transaction limit exceeded to me. I hope this is reflecting many people. I suggest to pushbtc site accelerate the transaction. Other than that there are many btc transaction accelerators available in the Google search.
