Check and verify this step: Money withdrawn from account. What do you mean by this? If you are giving an address to a seller, do you mean you paid him to buy some Bitcoin? If so, there should be a transaction linked to your address already. Check on blockchain.io (enter your address) and see if there is anything incoming. Then, ask the seller to provide his tx ID as proof he sent you the Bitcoins.

Support wouldn't be able to help you without any other detail, so provide everythin you can.

You could always check your transaction on Blockchain to make sure its not just an issue with your wallet

What version of Electrum are you using?
Is Electrum connected to the network and synced OK? Do you see a green dot in the bottom right corner of Electrum window? or red dot? or blue arrows?

There is nothing electrum can do about it. Here is what you should do.

1) Ask you seller to give you the transaction id. See on any blockchain explorer that indeed your seller has sent in your transaction.
2) Check if windows firewall or any other antivirus or firewall is not blocking your traffic to electrum.
3) As HCP said, see if you see the green dot at the bottom right corner of electrum.
4) Report back here and let us know what the issue was.
