It's really great factor for Cuban since few of them already spent in ICO's and so many are considering in upcoming as we see daily traders are improving from all over the globe.

I think from Germany their would be a lot of investors who will rise their capital in 2018 and the whole world will be with Bitcoin.

Looks like the investment is in venture capital around ICO's and really not linked to whether or not BTC is in a bubble right now. That said it's alot better than people like Mr Cuban not being involved at all. A positive announcement in my view. Seeing a ton of these ICO's everywhere right now with lots of companies raising funding quickly ad cheaply.
