i want to start Referral URL service 

1) users sign in from my  URL and i pay for them .

2) Referral URL from legal sites like bitify , Spectrocoin and others

IIRC, this is allowed and you can post your thread in the Services section. I've seen quite a few threads similar to your idea come up before so I assume they are allowed.
