I'm looking to purchase a couple of R4 units & a power supply to support them. Obviously looking for a fair price.

Good luck finding sellers willing to get PayPal payment.
Obvious reasons for that, mainly the charge back possibilities ( 180days happy customer ).
Also people mine to earn BTC or other crypto are not interested in fiat.
Best route is to purchase BTC or other Alts and use Escrow service for purchasing.
Escrow is a third party that hold coins during transaction to secure against scammer.
If seller didn't ship or screw you, Escrow will return your coins back to you.
