All countries you mentioned are pricey to start a new startup. I would suggest you to fly to India and make a startup there.Some governments their offering free land for startups.

The question is whether you get Limited Liability. You could always skip setting up a company at all, but you'd expose yourself personally to unlimited liability.

Japan, Singapore or Philippines seems to be the suggestion from my side. Japan has the good technology advancing as well the government to support the bitcoin community in a better way. With Singapore too, the same is the situation. It serve as an center for technology based growth. When we think of Philippines, it has the increasing user base on bitcoin and the same can generate good business and make the project successful.
